USE OF SCHOOL FACILITIES
The usage of school facilities by individuals or groups shall be based on a properly documented application and governed by a signed lease agreement between the individual or group and the West Baton Rouge Parish School Board. The lease agreement shall contain, but not be limited to, the following:
A "hold harmless" statement having the effect of holding the School Board free from any liability that may arise while the facilities are in use.
A statement requiring, with limited exception, any person or group leasing the school facilities to purchase liability insurance identifying the School Board as an additional insured. A certificate verifying the purchase of $1,000,000 of liability insurance shall be presented to the School Board along with the signed lease agreement prior to use of the facilities.
A statement that the individual or group lessee shall assume all responsibility for damages and/or maintenance expenses invested in the building, directly or indirectly resulting from lessee's use.
No school facilities shall be used for hazardous activities as determined by the Superintendent.
The Superintendent reserves the right to refuse any request to use facilities which:
Concerns any activities prohibited by state and/or School Board policies;
Is made by any persons or organizations which have failed to follow procedures developed by the Superintendent or his or her designee; or
Is considered in any way contrary to the best interests of the school system.
The School Board shall prohibit the use of any facility under its governance for the purpose of partisan political activities, or any fundraising event other than school-related, non-profit fundraisers.
No organization may make use of any facility owned by the School Board if that organization discriminates against participants on the basis of race, creed, religion, sex, disability, or national origin.
EMPLOYEE ORGANIZATIONS
Employee organizations may schedule meetings after working hours at a school provided that the organization complete a "Use of School Facilities" form with approval of the principal and Superintendent. Meeting information shall be posted at the school by the principal. No employee organizations shall be allowed to present information at faculty meetings, staff meetings, principals' meetings, or central office staff meetings, unless there are extenuating circumstances which call forth the objective best interest of all employees concerned. The best interest objective will be determined by the Superintendent.
